Changes to the Level 1
Umpires Course in 2010
The Level 1 Umpiring Course has previously integrated the
Australian Sports Commission's "Introductory Officiating General
Principles" into the netball specific content delivery of the
course. In 2010 Netball Australi will introduce the
"Introductory Officiating General Principles" online course as a
pre-requisite for the Level 1 Umpiring Course. A major
benefit of the online course is that umpires/officials can complete
it in their own time from the comfort of their own home.
Thanks to a subsidy from the Australian Sports Commission,
the online course is available free of charge to Australian
officials. Full details are available on the Netball Victoria
website.
Financial
Membership
All umpires must ensure that they are financial members of
Netball Victoria before they take the court to umpire. If
umpires take the court whilst not a financial member, they are not
covered by the Member to Member cover (where one member takes legal
action against another member for injury caused), and the
Association is also not covered by the Professional Indemnity
cover.
Umpires Theory
Exam
Netball Victoria has advised that its Umpires Theory Exam is now
available online. Candidates are now able to sit the exam at
anytime at no cost. 100 question will be available for each online
exam. The questions will be randomly selected and each exam
will be different. Candidates must have a minimum pass of

Level 1 Umpire
Course
The pre-requisites for attending any Level 1 Umpires Course is
as follows:
Must be at least 13 years of age;
Must have a current theory exam mark;
Must have umpiring experience.
The Level 1 Course is basically the final requirement for
someone who is going for the 'C' badge.

Testing
C Badge
Candidates must have a theory pass of 70% and over and
attendance at a Level 1 Umpires Course. A 'C' grade umpire
shall:
- have reasonable control
- have a good knowledge of the rules
- have a voice and whistle that is loud and clear
- have good coverage of the court
- show good application of all general rules
- apply contact and obstruction consistently
- have efficient centre passes
- show awareness of the advantage rule and apply it, for example
'advantage obstruction'
B Badge
Candidates must have a theory pass of 80% and over and
attendance at a Level 1 Umpires Course. A 'B' grade umpire
shall:
- have good control of the game
- have detailed knowledge of the rules
- have a voice and whistle which are easily heard
- make clear and precise decisions
- have a very effective coverage of the court
- show clear application of contact and obstruction
- apply the advantage rule consistently
- penalise all other infringements
- ensure correct and efficient centre pass
